This feature is currently scheduled for next release (8.x). It is unlikely it will be implemented in 8.0.x bugfix releases

Try using paths, relative to checkout directory, e.g.Fpweb.Commons\Commons\Fpweb.Commons.Tests\bin\Release\FormLetterTests\billing_dedicated_order_complete.html => FormLetters.zip

Andrey,Your assumptions are correct. Please, enable server debug logs, force re-read maven information on Maven tab and attach resulting teamcity-server.log file here.
