I think you will need to recreate database if you want to change collation to be case insensitive. Usually changing of the config is not enough.

It seems you did not copy *.dtd files. These files are required too.

It seems the server you start is older then the one from which you copied files. It is impossible to use config files of the newer server with previous version of TeamCity.

Take a look at the Fail build if section at the first page of build configuration settings. There is an option "fail build if at least one test failed" and it is turned on by default.

I do not think it is possible because TeamCity server depends on some native libraries. Native code can be loaded to the JVM only once.
