We worked around this by created Personal Access Token (PAT) for the service account that had FULL ACCESS scope.

I tried /verbosity:diagnostic for MSBUILD.In the builds that fail, the only place I see the WRONG temp folder mentioned is in the actual error line.I've uploaded the log here: https://1drv.ms/u/s!A...

I downloaded the latest TeamCity eval to test it out but the build agent fails to start on my test machine.It crashes with Error: 1067 The process terminated unexpectedly.
