No, at the moment TeamCity does not have such action. One possible workaround is to attach all VCS roots of the chain to some final build configuration.

To me it looks like the problem was introduced somewhere around 9.0.2. Can you confirm it?

Please submit bug report in our tracker. Also please attach buildId from the link to this build. BTW, do you have this problem with all builds?
