What database do you use? Internal or external? In case of external did you copy JDBC driver to WEB-INF/lib directory? Also it would be great to see the full teamcity-server.log.

It would be more helpful to get hprof file. Try to add -XX:HeapDumpOnOutOfMemoryError JVM option at the same place where you specified -Xmx. If OOM error occurs again an hprof file must be created ...

There is no problem with compression. The size of 76M means that -Xmx JVM parameter is not specified. Try to increase memory for inspection runner, usually it requires more memory.--Pavel Sher

TeamCity caches clean patches only, i.e full source tree exports from VCS repository. The key of the cached entry is VCS root settings + checkout rules. There is no automated cache cleaning procedu...

Is it possible that there is another cvs_util.jar file in the server installation directory? Or another jar containing this class (however this can be hard to check)?
