I guess you need to check permissions of the user starting the installation procedure. Probably this user does not have enough permissions to access windows services.

Tomcat requires one more port to be open, usually it is 8005. This port is specified in the TeamCity/conf/server.xml file. Actualy this port is used for Tomcat own commands like STOP.
