I did export TEAMCITY_AGENT_OPTS=-Duser.language=en and then restarted agent. It seems to work ok now. Thank you very much!

Just to add: This might have been caused by my anti-virus software. Can I restart the upgrade process somehow? I have temporarily disabled AVG.

I am not sure you need to exclude the root path when you have include rules. So you might try removing the "-:." parts.Daniel
