All licensed committer slots are occupied. Builds with changes from unlicensed users will not start. Consider acquiring more slots or revise the existing ones.

I have 2 users who are being doubled up in the list of committers. As such, I am being told that changes one of those users commits will not be built. I have got them to link their accounts and setup their VCS Usernames, but this has not resolved the issue. Can I get some assistance please?

How long does it take for the committers list to 'refresh' after they have linked their accounts? It's been a couple of hours now.
