TeamCity build is stuck on the 'Running' state. (Build Log: VCS Root details)

We recently updated to TeamCity Professional 2021.1 (build 92597).  I don't know if that's at all related to this problem.  We're trying to run a build project, and it's just sitting there stuck/hung in the 'Running' state.  It seems to be processing the 'VCS Root details' step, or trying to start the step immediately after.  Our repo is SVN.  The build log looks like:

Has anybody else experienced this, and if so, is there a way to get past this?

This eventually did finish and got past the 'Running' state.  It took over 4 hours to sync the source.  This may be an internal network issue, and not a TeamCity issue.  I'm still investigating.
