Change order / default of built in "On failed dependency" and "On failed to start/canceled dependency" drop-downs

When setting up snapshot dependencies we would like to change the default option selected for the built in "On failed dependency:" and "On failed to start/canceled dependency:" drop-down menus.

We have tried using templates to do this, but a template appears too constrictive in that it does not allow changes to the build step when applied. 

Am i right in thinking this is possible via the StaticUiExtensions plugin?https://confluence.jetbrains.com/display/TW/StaticUIExtensions
