new to Teamcity and cannot install, refusal to connect to localhost8111

Hi

 

I just finished installing the TeamCity. Unfortunately I get an error 

Any help in setting up my server settings would be highly appreciated.

Hi

 

I fixed it! thank you. That was the problem.

After I run the service I was able to proceed.
