Issue in Build chain when using VCS root

Hi,

We have two build configuration A and B which are chained together with snapshot dependency. And A is successfully finishes with build and generating nuget packages on every GitHub pull request then B  is running and run some selenium tests. We need to report pull request status back to GitHub and we are using commit status publisher so if we attach any VCS root to configuration B then configuration B will not run. Really tried to find the root cause with changes in many settings but seems only reason for build chain to stop working is adding VCS root,  TeamCity version is 2019.1
