Clean up Rules not applied?

We have the following Clean Up Rules:

Everything more than 1 day older than the last build
History more than 1 day older than the last build
Artifacts more than 1 day older than the last build; artifact patterns: +:**/*
Do not prevent dependency artifacts cleanup

Still some of the builds are not cleaned up despite being much older then one day. 

Any Idea why this could be? 
and what ways are there to trouble shoot those cleanup rules and to see why they are not applied?
