They would need the permission to see the project and to run builds. On top of that, while testing this scenario, we have found a bug where the "Actions" menu is not rendered only for the promote action and needs an extra permission for it to show. Once a permission for other actions, such as pin or tag is added, then the action to promote is displayed again.
