Plugin doesn't upload with CloudFormation

I've created TeamCity using CloudFormation. Everything seems to be working fine, however I am unable to upload any plugins. It will lock up the browser for a little while and then just spin until I cancel the upload. When I test on a local installation of TeamCity the plugin install is imedaiate.
