After Migration 2017.2.1 ,there seems to be a message on login page "No System Administrator found."

I migrated the teamcity to a new server manually and once after the migration I receive an error "No system administrator found",but I can login as super user with the accesstoken in the server log file.So this message on the screen is actually wrong and annoying.Is there a way to enable the superuser?The below screenshot error is the problem I have.
