Trigger a script on a build being queued

I have a need to notify certain committers that the VCS Trigger has picked up their code and a build is queued.

I am creating a script that sends a notification to a HipChat room and @mentions the code committer that their build is queued.

Is there a way in TeamCity where I can trigger a script when a build is queued?
