I downloaded the war file w/o tomcat, and it was only 15 bytes in size.
So I tried installing via the windows installer, taking all the
defaults. That appeared to work, and I could see both the server and
agent services running, but I couldn't connect to the server. I tried
all of these:

http://localhost:80/teamcity # the default url provided during
installation

http://localhost:8080/teamcity

http://localhost/teamcity

In all cases, the page couldn't be found.

I opened that war file in vim and it's a text file with the line

"File not found."

That's using firefox. I tried the same link in Internet Explorer, and
instead of a bad war file, I get the beloved 404 page.
