Managing TeamCity/IntelliJ licenses

Hello Dave,

Is there a way to assign a specific license to a user? I have a mix of
IntelliJ licenses and TeamCity licenses and would like to assign a
specific license key to a specific user.

We have a combination of a 7-user license for TeamCity and
individual IntelliJ licenses for each developer. It would be useful
to be able to assign the individual IntelliJ licenses to each
developer's TeamCity user account. This is certainly not essential
but it would be nice to have. I created TW-1469 under the
assumption that licenses are assigned to users.
