I looked around and don't see any kind of marketplace/freelance forum topic.
I wanted to hire someone to configure TeamCity, nAnt, and Jira on my server:
I have them installed, but not configured.

So far we do not have dedicated topic to service around TeamCity, but will probably create one in the future. So far it's OK to post the requests here.
For the time being I can also suggest to post your request into communities like CITCON mailing list or alike.
