How to disable default emial notifications.

Is there any way to disable default email notifications ? Right now we  are trying to configure our builds and each time build fails email is  sent to all developers who has commited changes for that build. I don't  want to developers being spamed with those emaills.

I know that they can login to TC and override default notification rules,  but I looking a way to disable this default rule without disabling  emial notifier completely.
