Administrator functionality missing

I feel like I'm doing something really noobish, but I have the latest TeamCity installed with all the defaults, but I cannot figure out how to access Administrator-related functionality.

I'm assuming I don't have it configured right, or perhaps need to install something additional??

The strange thing is I had it all working a couple months ago. I don't remember having to install anything extra or change any configuration files. I've uninstalled everything, deleted all the old folders in the C:\ dir related to TeamCity.
The http://localhost:800 url brings up everything fine...it's just that I don't have any admin priveleges.
