Git Branch Specifications and Notifiers

For our projects, we have "production" and "development" build configurations - where one is just building our production branch and the other builds everything else.  The development configuration uses a VCS root with git branch specifications to accomplish this.

We noticed the other day that when a build fails for a branch other than the "default" branch for a VCS root, the notifiers don't seem to be sending anything.  Is there a way to enable notifications for all branches that I'm missing?  We are using version 7.1 (build 23907).
