TeamCity Build Agent Security
I have a question about security. If I know someone's Build Server URL, is it possible for me to set up a build agent and connect to their server?

Yes, you can setup a build agent to connect to a server but it wont run any builds until it is authorized by the server administrator. The following page in the docs describes this, http://confluence.jetbrains.com/display/TCD7/Build+Agent
