Pre-Tested Commit by default

Is there a way to have pre-tested commit be the default process when checking into TFS and having TeamCity run the CI and Unit Tests?  I want to have the same process as you get with gated check-ins with TFS where everybody is forced to have the unit tests pass before the code is checked in, unless somebody explicitly choses to bypass it.
