Can a Custom Build checkout and build a specific version?
Can I configure a Custom Build to checkout and build a specific version? If so, can someone point me to a tutorial on how to do this? If not, can this become a feature request?

You can trigger Custom Build and select Changes tab and select a particular change to be included to the build.

Yes, a limited number of changes is displayed. If there is an earlier change in TeamCity that you need to run a build on, you can locate the change in the Change Log tab of Build Configuration and use the Run build with this change action.
