Another decision (as I see) - to use mechanism equals to External Tools form IDEA to launch ClearCase actions (by .bat files)? Can I use this method and create my custom VCS provider as quick and dirty decision? This provider as I plan will implement your interface and simply lauch such .bat files. Is it possible?
Or, if you already have some alpha version of your ClearCase provider implementation I can be your first tester.

Also, is JetBrains aware that in ClearCase/ClearQuest V7.0 there is a Java API opened, among with our plans (for example) to upgrade in future 9 months it will create a demand for another plugin, so i think it's time to start with it.
