Is there a binary JAR of the Open API anywhere?
Couldn't find a binary so tried to build from the openApi-source jar but there are many missing dependencies. There must be a compiled jar out there somewhere??

There are no a single jar with TeamCity OpenAPI. You should use jar files from TeamCity/webapps/ROOT/WEB-INF/lib/ directory.
