Error viewing a diff in TC 3.1 EAP 6692

The error message in diffView.html is:

ERROR: org.tmatesoft.svn.core.SVNException: svn: Unable to open an ra_local session to URL svn: Unable to open repository 'file://:-1/D:/SourceCodeRepo/Test svn: Unable to open repository 'file://:-1/D:/SourceCodeRepo/Test' in both windows of the diff page.

My VCS settings is SVN @ file:///D:/SourceCodeRepo/Test

The build works properly so probably the diff tool does not like the file:/// URI
