Comments for pending changes are HTML encoded?

I've set up a project on TeamCity 3.1 using a VSS source control system. When looking at the pending changes or the change log, it appears that checkin comments are being "HTML encoded" (for lack of a better description).

For example, this comment:
Bug 1234 -> Foo

Becomes:
Bug 1234 - & g t ; Foo

but without the extra spaces.


Other symbols such as quotes are similarly encoded. Is this a bug?
