problem with russian when commiting through VS add-on

Greetings!

When I perform delayed commit through Visual-Studio add-on I get the following error-message (build succeeds)


Subversion failed with message svn: Commit failed (details follow):
svn: Non-ASCII character (code 208) detected, and unable to convert to/from UTF-8.

Svn has exited with code '1'.

SvnCommitCommand failed

I have to say - that the reason of error is obviously russian log message {russian quote skipped}

When I change log message to English 'Test commit via teamcity' - everything is ok.

My not-localized Tortoise has no problem with Russian log messages at all.
What is the problem here?
