Copying build configs with role Project Admin

Hi,

I had a user trying to create new builders via copy and he was getting errors.  As it turned out the error was because by default the copy process checks 'copy notification rules'.  It would be better if that box was not shown or was unchecked when a person that is not a System Admin tries to copy a project.

I'd log this in the bug tracker but it seems to be down.

Also, are you aware that the menu bar here in the forums doesn't work for IE 7?  The dropdowns open behind the content window.
