TeamCity lost all setup after restart?

Hi,

very new to TeamCity... I just stopped and started our installation of TeamCity by issuing the commands

runall stop
runall start

now when i browse to the web interface however I get presented with a screen asking me to create an administartor account instead of the projects that we had already setup.

Has anyone come across this before? Have I done something very obvious wrong?
