seperate vcs roots for seperate build steps

Is it possible to have seperate vcs roots for seperate build steps?   I think I know the anwer but not sure.

In some situations as part of the entire build, we have 2 or 3 build steps that all require a different SVN URL and set of files.   it would be nice to define  vcs roots per build step.
