SVN Server Busy message on commit

We have seen an error message that the SVN Server is busy on commit after a successful remote run (with commit on success set in the eclipse TeamCity plugin). Has anyone else experienced this error or would you conclude that it was an environmental or network issue? This was seen several times with TC 7.0.0 and the related eclipse plugin.
