SQLException: HOUR_OF_DAY: 2 -> 3 error and unable to run Teamcity backups

I understand this issue has been reported many times here: Heartbeat pulse error - java.sql.SQLException: HOUR_OF_DAY: 2 -> 3 – TeamCity Support | JetBrains

However is there a full resolution of this issue? I would like to fix it once and then not have it happen again but it comes back twice a year.

I also am finding that I can't run backups. Even after deleting the db_heartbeat table and restarting the Teamcity Server Windows service.

This should have been fixed in 2020.2: https://youtrack.jetbrains.com/issue/TW-64914 - If you are still seeing the problem in newer versions, please add a comment to the issue in the tracker. If you add the details there it'd be ideal so the devs have access to it directly.
