The following agents tried to upgrade several times but failed [2017.1.4 (build 47070)]

I have just installed TeamCity [2017.1.4 (build 47070)] on a new Windows server, choosing all the default settings.

From the Administration screen, I see the message "The following agents tried to upgrade several times but failed".  This relates to the default build agent (which is on the same machine as the server).  

I have seen several similar posts for much older versions of TeamCity, so not sure they're completely relevant.  Some say "just wait", but it's been in this state for 2 hours.  I've also stopped and restarted the TeamCity Server and TeamCity Build Agent services, but with no luck.

Please let me know exactly what other information/log files you require.

For future reference of people following this issue, we continued the discussion privately. A part of the issues were generated by the antivirus blocking one of the critical plugins. This has been reported a few times now with some antivirus tools in the last release. For more information, please check here: https://youtrack.jetbrains.com/issue/TW-51807
