Spot Instances for cloud agents issue

I am attempting to use cloud profiles to spin up agent on demand and I am having trouble running them since they are not showing up as active agents. I want to use spot instances but it seems like this option is breaking the functionality of cloud agents. My setting of cloud profile is working fine when I am not using spot instances but once that tick box is ticked agents are not showing up.

I have verified that EC2 instance is correctly created in my AWS account but that is it. Anything I could see in my logs is are follows;

INFO - ds.AgentPushCloudEventListener - Instance Amazon Instance{instanceId=i-***, imageId=ami-***, status: Running} has already been running. No push required.

Note; I am using TeamCity Enterprise 2017.1.3 (build 46961) so I would expect it to work without any issues.
