MSBuild tools 2015 doesn't support MSBuild ToolsVersion 4.0?

Hi Guys,

My project is developped by vs2015. Unfortunately I have to support winXp, so my target framework version is 4.0 in vs.

this is my setting in teamcity 

MSBuild version: Microsoft build tools 2015

MSBuild toolversion: 4.0

however, I get an error that "Selected MSBuild tools version is not supported by selected MSBuild version".

what is the correct setting for my case?
