Nobody will have modified the file manually, queue pausing isn't something we've ever used.   Anyway, re-adding the missing elements has resolved the issue.  Thanks for your help.

I've tried removing the queue-pauser plugin from disabled-plugins.xml and am still getting the 404s, but with a different set of errors in the log.   2025.x had been complaining that the queue-paus...
