Thanks Denis, we figured it out.  It turns out the user had two different logins, one of them didn't have the appropriate permissions.  When he logged on to the other account all was well. :)

Let me clarify when I view their roles I clearly see they are "Project Administrator" for a given project yet they can't view the "Edit Project Settings" link

I've got the same issue with the SMB Upload - Uploaded [0] files for [] pattern
