It's disappointing that I had to touch almost every build configuration to set DotNetCoreSDK8.0_Path = exists, as Agent Requirements don't inherit beyond templates, but it did resolve my issue.

Sadly the Projects tree doesn't roll build status colors up like Favorites do, so I'd need to continue to track everything as a favorite.

The problem turned out to be the VCS Username, Teamcity needs the full username listed, so my Trigger rules look like: +:.-:user=svr teamcity <svr_teamcity@domain.com>:.
