What about having two schedule triggers, one for each second Tuesday and another for each fourth Tuesday of the month? For this you can specify TUE#2 and TUE#4 in Day of week field.

It seems JVM argument is incorrect, should be -XX:+HeapDumpOnOutOfMemoryError instead of -XX\:+HeapDumpOnOutOfMemoryError (there must not be \ char).
