No, there is no any specific reason. Yes, you can put it under Version control. I plan to publish separate tcc.jar artifact to simplify plugin update for such cases.

Jim, it seems the cause of the issue is clear now. As a workaround please try to set quiet period twice as big as checking for changes interval in VCS roots of "Frequent Build Trigger" configuration.
