Right. TeamCity has no logic to detect version of MSBuild or bitness automatically. Another way is to use Visual Studio (sln) build runner with VS version selected

Xml test reporting plugin check files timestamp to avoid importing junit reports from older builds. To make importing work files timestamp should be newer the time of build start.
