Hi Tim,you can get notification when build fails to start using a "The build fails to start" checkbox in notification rule settings. Hope it helps.

Paul,please check the version of the git-plugin at Administration > Server Configuration > Plugins, it should be SNAPSHOT-20110811022111. Maybe TeamCity didn't pick up the latest version.
