You can use an artifact dependency instead of snapshot one.If it didn't help — please describe your case im more details.

Jesse,TeamCity 4.5 doesn't support MS SQL 2008. There is an issue TW-6482 (http://www.jetbrains.net/tracker/issue/TW-6482) to support this DBMS, you can watch/vote for it.
