Thanks, Anton Vakhtel,I should have read the upgrade notes right away - would have saved me a lot of time.That also explains why my new installation “fixed” the issue - because it downloaded the HS...

I fixed with a clean new install of TeamCity (using our config backup): uninstall TeamCity delete all TeamCity-related folders install TeamCity 2024.07
