Using re-run only for parameters Follow

We have a case that we need to re-run builds with latest changes and rebuilding all chain dependencies

And for users it's hard to remember that , if u using "Re-run" button u need to make "latest changes" in "Changes" tab and make "All" in "Dependencies" tab

So we have a question, what is the best practise in case like that, when u need to save parameters from build to build and have rebuilding deps, latest changes?
