Build sometimes fails with "Unexpected not reached sync points" in inspect-code

Sometimes our build fails in the step with the code-inspection using Resharper Command Line Tools with this message:

Unexpected not reached sync points: <len=1> WebAppPsiModuleHandler_Zentralrufanfrage.RestWebservice_.NETFramework,Version=v4.8::PendingActions: Has pending actions cfc8caea-5d57-4222-a2be-562ab1f8a25d

The internal artifacts still include the inspection results.
